그들은 왜 상여를 끄는가 : 월성 원자력발전소 최인접지역 주민들의 ‘느린 폭력’ 드러내기
이 논문은 경북 경주시 양남면에 위치한 월성 원자력발전소 최인접지역 주민들이 월성원전인접지역 주민이주대책위원회를 만들어 이주를 요구하는 과정들을 중심으로 그들이 진행해온 저항행동의 계기와 목적이 무엇인지, 그러한 행위가 어떻게 느린 폭 력을 드러내었고 결국 주민들이 생물학적 시민권을 쟁취하게 되었는지 분석하였다. 연구방법으로는 심층면접과 참여관찰을 취하였다. 2020년 10월부터 2021년 6월까 지 월성 원자력발전소 최인접지역에서 현장조사를 진행하였고, 주민들을 비롯한 다양 한 이해관계자들을 인터뷰하거나 참여관찰하였다. 월성원전에서 가장 가까운 나아리 에 사는 주민들은 2011년 후쿠시마 사고를 계기로 사고 이전까지 믿어왔던 원전 안 전신화에 의문을 제기하고 자신들의 몸과 마을을 파괴하는 감각할 수 없는 삼중수소 라는 방사성 물질의 존재에 대해 처음으로 알게 되었다. 이후, 비가시적이고 지체된 원전의 ‘느린 폭력’을 드러내기 위해 대책위를 만들어 상여시위를 하고, 드러나지 않 는 몸 속 삼중수소의 존재를 가시화하기 위해 소변검사를 실시하였다. 이때, 지역주민 과 한수원은 ‘생계’와 ‘발전 담론’으로 이들의 시도를 비판하거나 회유하려고 했으나, 대책위는 느린 폭력을 가시화하기 위한 노력을 강화해 나갔다. 이 과정에서 일부 주민은 자신을 피해자로 인식함과 동시에, 자신의 가족을 이 위험한 곳에 끌어들인 공범이 라고 자책하기도 하였다. 그러나 고통을 수반한 이 과정을 통해 대책위 주민들은 지금 까지 기능적인 전문가들이 질병의 정의와 인과관계를 해석해왔던 구조를 거부하고 자 신의 몸에 기록되고 각인된 위험과 폭력에 대한 인식을 통해 생물학적 시민권을 쟁취 하기 위해 투쟁하고 있다.

Why Do They Pull the Death Carriage : Revealing the ‘Slow Violence’ Suffered by the Residents of the Closest Neighborhood of Wolsong Nuclear Power Plants
This paper analyzes the momentum and purpose of the resistance actions that residents of the nearest area of Wolsung Nuclear Power Plants have been carrying out. It focuses on the process of creating a task force to demand migration, and how such actions revealed slow violence and led the residents to eventually win biological citizenship. In-depth interviews and participatory observations were carried out as research methods. From October 2020 to June 2021, an on-site survey was conducted in the neighboring area of Wolseong Nuclear Power Plant, and various stakeholders, including residents, were interviewed. Residents living in Naari, the nearest village of Wolsong Nuclear Power Plants, questioned the safety myth of nuclear power plants that had been believed before the Fukushima accident in 2011 and learned for the first time about the existence of an insensible tritium that destroys their bodies and villages. Since then, in order to reveal the invisible and delayed “slow violence” of the nuclear power plant, a bier demonstration was mobilized, and a urine test was conducted to visualize the existence of tritium in the body that was not revealed. Despite other residents and KHNP’s criticism or appeasement using ‘livelihood’ and ‘development discourse,’ the task force stepped up efforts to visualize risk and slow violence. In this process, some residents recognized themselves as victims and at the same time, they blamed themselves for bringing their families to such a dangerous place. However, through this painful process, the task force’s residents h ave rejected the s tructure in which f un ction al e xperts h ave interpreted the definition and causality of the disease. Now they are gaining biological citizenship through the danger and violence embedded and imprinted on their bodies.
