The Korean Disabled Movement faced a period of revival in 2001 in wake of the struggle for mobility rights, and the main agents who led this were severely disabled people such as those with cerebral palsy. Based on the life history of people with cerebral palsy, this paper intends to examine the historical meaning of these changes. Unlike those with polio who led the early days of the disabled movement in the 1980s, those with severe cerebral palsy who emerged as the main agents of the mobility rights struggle in the 2000s were completely excluded from most social relationships, including school education. They first gained social experience around the age of 20 through the use of welfare center services or admission to institutions. In this space, they faced their negative disability identity that formed during their childhood, and pursued active practice to survive in the social network formed based on a rehabilitation model for disability. In addition, the future of social life outside the rehabilitation model was drawn through meetings with the newly emerging discourse of de-institutionalization and self-help organizations for the disabled in the 1990s. The growth of the disabled movement in the 2000s was the result of these life-historical transitions of the severely disabled.
